Excellent Overview of Russian Policy, Economics, Politics and Education of Serfs

Excellent overview of a very complex topic. The author covers areas of policy planning, economics, politics and educational efforts which would help the country change from a serf driven economy to a more democratic one. Russian was behind Europe in eliminating the use of serfs for not only farming but the military.
The actual process of change ran from the mid 1700s to the early 1900s. Opens up several other avenues of study which could include the lives of several significant Russian rulers.

It can be so hard to do the right thing

The story of abolition in Russia is not what you might think--many czars and czarinas thought that serfdom should be ended, but couldn't figure out how to do it. The abolition in 1861 was terribly clumsy and costly, and actually increased discontent among the masses, leading to the rise of Bolshevism.
